Bearing Point, Inc
The BearingPoint Consortium is uniquely qualified to help HIV/AIDS program implementers achieve objectives through the combination of our core competencies, our local presence in all regions of the world, our extensive HIV/AIDS experience, and our commitment to achieving measurable results.
BearingPoint is a recognized leader in building institutional capacity through strengthening management systems, building networks, and knowledge management. We work in over 60 emerging economies, providing management consulting, promoting economic development and poverty reduction.
For AIDSTAR Sector II, BearingPoint has assembled a consortium that stands apart from others in our ability to provide capacity and institution building for entities ranging from the Ministry level to the grass-roots level. Our expertise also allows us to provide monitoring and evaluation assistance to comply with challenging PEPFAR requirements. Our partners are highly respected in international development and HIV/AIDS programming and combine with our expertise to make a highly complementary and capable team. The Academy for Educational Development (AED) is well known and highly respected by USAID for its extensive health expertise and work in HIV/AIDS and excels at training to build sustainable capacity and building local network coalitions to reduce stigma and discrimination, and strengthen prevention, care and support activities. Pact has one of the most extensive networks of health-related NGOs and community organizations in the development field and approaches HIV/AIDS from a community perspective, empowering communities to take a lead in the mitigation of the disease. Social Impact is a small, woman-owned business that strengthens the core capacities of local health organizations to achieve larger scale health outcomes. They specialize in developing capacity for monitoring and evaluation as well as gender mainstreaming in program design. Moores Rowland, one of the largest international accounting and financial services firms, has an extensive network of field offices and regional resources in many PEPFAR priority countries, offering management and systems expertise.
As prime contractor, BearingPoint possesses the required combination of key personnel, management systems, and subcontractor relations and management. For nearly two decades, BearingPoint has repeatedly demonstrated its ability to USAID and other donors to build the capacity of emerging market public and private institutions in pursuit of transparency, service quality, and sustainable reforms.
We have the management systems necessary to support multiple IQC task orders (TOs) and to deploy and manage the staff of individual task orders. BearingPoint has been awarded over 300 individual task orders under various USAID IQCs valued at over $800 million, including over $200 million in awards during the past year. We believe this evidences our record for management, execution, and high quality delivery.
BearingPoint’s position as a leading provider of technical assistance to USAID Missions and other donors has been achieved and maintained by our ability to consistently deliver high-quality technical assistance and implementation. Such success is the result of years of project implementation experience and care in assembling comprehensive, yet complementary, teams. In addition to our experience in implementation, we know the importance of developing a management structure that is responsive to the needs and objectives of the contract. Successful implementation of IQCs requires a managerial flexibility and commitment to partners that is unique. At BearingPoint, we are proud of our record as IQC managers and look forward to the opportunity to deliver our expertise to USAID for the implementation of this important initiative.
Our team has the breadth to address all five of the identified technical areas, the depth to develop capacity across a variety of organizational structures, and the complementarity to work cohesively and effectively. Each partner on the BearingPoint Team brings unique and valuable expertise, contributing to a team that is truly outstanding. Collectively, we have the right team, staff, management, and experience to help USAID achieve cost-effective capacity building in the support of evolving HIV/AIDS needs.
