Using HPI IQC Mechanisms

Missions can use the HPI IQC mechanism for program implementation through one of these two mechanisms:

  1. Missions can issue their own task orders for competition among the prequalified consortia led by Abt Associates Inc., Chemonics International, Constella Futures, and RTI International. Missions then develop their own scopes of work (SOWs) and directly manage their own programs. Administrative and technical authority rest with the Missions, with Bureau for Global Health (BGH) involvement as needed or desired by the Mission. Please note that all SOWs must be approved by the HPI Cognizant Technical Officer (CTO) or Technical Advisor (TA) and may require inclusion of standardized indicators for monitoring and evaluation.

  2. Missions may transfer field support into the BGH-managed Task Order One (TO1) for activities keeping within the SOW for HPI. Since TO1 has a limited ceiling, such transfers must be approved by the CTO or TAs of the HPI management prior to making any commitments with the contractor. Administrative and technical oversight for these activities is managed in a similar fashion to other centrally awarded BGH projects. Missions interested in transferring field support into TO1 should also contact the CTO and/or TAs regarding field support monitoring requirements since these have been revised by the Office of Acquisition and Assistance (OAA).
